EuroLloto’s activities is based on the Betting License issued by the competent state authorities for “Top Start” Join Stock Company, identified by the Tax Number J81413009H, headquartered in “Lek Dukagjini” Street, Building no.11, Second Floor, Tirana, Albania.

This is the Regulation under which Eurolloto organizes the sport betting games, based on the “Law no.155/2015 “On the Games of Chance in the Republic of Albania”.

The changes of the Regulation and every new game offered by the Company, will be associated with the relevant explanations. The publication of the above changes will be displayed on the website www.topstart.al.

For every aspect that is not involved in this Regulation, the Company reserves the right to decide case by case, based on the principle of impartiality and good understanding. If this is not possible, the potential dispute will be resolved by the First Instance Court of Tirana

Tacking the Game’s Ticket from the player means the acceptance and recognition of the rules of Eurolloto game, organized by “TopStart".

Eurolloto Games, is organized by the Game Shops in the Territory of the Republic of Albania.

The terms used in this Regulation, have the following meaning:
7.1. “Company” means the organizer of the Sport Betting Games, registered in the Republic of Albania under the Official Name “Top Start” Join Stock Company, Headquartered in “Lek Dukagjini” Street, Building no. 11, Second Floor, Tirana Albania.
7.2. “EuroLloto’s Sport Betting Games” means the prediction of the results of the sport events, based on the Law on Games of Chance in the Republic of Albania.
7.3. “Player” means all the participants who willingly play in the Eurolloto Games.
7.4. “Bet” means the selection of the forecasted result and setting them up in the Computer System of the Company.
7.5. “Winner” means the participant in the Eurolloto Game, who makes the rights forecasting on the result of the sport events.
7.6. “Not live” means the acceptance of the ticket game, before the occurrence of the sport event.
7.7. “Live” means the acceptance of the ticket game, during the sport event.
7.8. “Section” means the categories of Eurolloto Game offered by the Company.
7.9. “Quota” means the decimated value set in accordance with every potential forecasting of a section.

Tacking the Game’s Ticket from the player means the acceptance and recognition of the rules of Eurolloto game, organized by “TopStart".
TERMS AND CONDITIONS FOR PARTICIPATION

The employees of the Game Shops have not the right to represent the Company. The employees have not the right to change the Quotas of the Game. The employees of the shops should offer their assistance to the players.

By virtue of the Law No. 155, Dated on 21.12.2015 “For the Games of Chance in the Republic of Albania”, “TopStart” does not allow to enter or participate in the games of chance, people under 21 Years Old. “TopStart” also takes appropriate measures to prohibit the entrance in its shops or play in its game of every person over 21 Years Old, for whom there is a written request from at least one of the family members who, due to the economic damages caused by him, requires the prohibition of this person to participate in the games of chance.

The quotas of the games are published in the website www.topstart.al and also can be found in the Sports Newsletter published by the Company and distributed in every Shop.

The Quotas of the Games can be changed constantly. The Quotas that are applied for the calculation of the profits, are those offered by the Company during the time of the acceptance of the Sport Bet.

The Quotas published by any means by the Company, has only an informative Purpose. The Company reserves the right to modify the quotas and to correct the errors (especially the errors caused from printing, informatic copying or inversing). The Company reserves the right to correct the quotas, even if the sport event has finished. In this case, the Player has the right to request the removal of the match. In order to avoid these errors, is in the player’s will to request a confirmation of the quotas, before making the bet. Being aware of the disturbances caused by these errors, the Company for the limitation of them, has implemented a number of internal control procedures. No objection will be taken into account on the basis of dates and timetables published from newspapers or other companies.

The minimum bet value put by the player is 100 (one hundred) Lek, while the maximum bet value is 99,000 (ninety –nine thousand) LEK.

The higher profit from the Eurolloto Games can be 10,000,000 (ten million) LEK, also converted in foreign currency.

The participants are obliged to check the Game Ticked, in order to verify the accuracy of the sport forecasting.

The Company may record on DVD some live matches and keep them not longer than 5 days, for the verification of any possible advertising of these matches.

The schedules of the matches showed in the Bet Ticket indicate the deadline for the acceptance of a bet by the Company, for the Non-Live quotas.

When a match is played in a neutral field it will be recognized even if it has not been declared as such (neutral by the Company).

If the handball match with two rounds, draws (X) and the match takes extra time, the Company will not recognize the result of the extra time or the penalties, but only the result of the regular time, which will be (X).

If a match is finished before the end of its regular time, all the forecasts that are not affected by the interruption of the match will be recognized regularly, while all those forecasts that are affected by the duration of the match will be recognized by the coefficient 1.

In the Hockey games, the forecasting of the result (RF) and (Up/Down) won’t be extended at the extra time or penalties.

The Participants have the right to cancel the Game Ticket up to ten minutes from the time of registration (excluding the Live Tickets).

If a deferred or suspended match is selected within a multiple bet, the bet in itself remains valid and will be calculated on the basis of the fixture results that they have been played regularly, even if the relevant gaming limits has been affected.

The company reserves the right to limit or refuse any bet, without giving clarifications.

The Company is not responsible in the event of the publication of the wrong results. In any case the right results are those, published by the competent body at the end of the match. Any subsequent modifications that may be made to the results for disciplinary reasons etc. will not affect the outcome of the bets.

The Cards are valid only for the players in the field and not for those on the bench.

If a match is considered as completed by the referee a few minutes before the regular time, then all the forecasts will be considered valid.

All bets on friendly matches will be recognized valid even if the matches are played on 2 parts each of 40 minutes and are not declared by the Company. This is due to the choice of the teams themselves about the time they will play.

CALCULATIONS WITH COEFFICIENT 1
1
In the case of Not Live Sections, all Sport Games started before the ticket is booked, will be calculated by Coefficient 1.

Matches with opposite hospitality will be calculated by Coefficient 1.

If the Company announces a neutral match which is not such, then this match will be calculated by Coefficient 1.
3.1. If a match does not start within 12 hours from the announced schedule, then all the forecasts for that match will be calculated by Coefficient 1.
3.2. If a match is terminated before the end of its regular time, all the forecasts that are not affected by the interruption of the match, will be calculated as regular, and all those forecasts that are affected by the duration of the match, will be calculated by coefficient 1.
3.3. If a tennis match is terminated and does not restarts within 12 hours, all the forecasts related to the remained time such as: the next game or next row and the wins match (W. Match) will be calculated by Coefficient 1, while the Sections Played before the end of the match will be calculated in the game.
3.4. If one of the players withdraws or is injured and the referee announce as winner the other player, the section wins the match (W. Match) and will be calculated in the game, while all other columns as the next winning game and the next set will be calculated by coefficient 1.

If a match does not start within 12 hours of the scheduled time, it will be calculated by coefficient 1. The schedules of the matches shown in the Sector, indicate the deadline of the bet acceptance for the non-Live quotas.

The Company reserves the undisputable right to calculate with coefficients 1 all the forecasts of one or more matches at any time before their start. The company informs the players for such an action before the start of the matches in an available form, such as teletext, Game Shops where Euroloto activity is conducted, information editions of various television channels etc. In cases when the match or matches that are announced in coefficients 1 are included in other matches, the ticket is valid for the remaining matches.

In the event of irregularities during the matches, the Company has the right to suspend the payment of profits until the completion of the necessary verifications. If the irregularities are verified, the bets will be calculated with coefficients 1.

The company has the right to calculate with coefficient 1 live bets, when has been verified that the bet in the ticket, has been set and received after the live match has taken place. This procedure will be respected even after the end of the match.

If because of technical reasons, a match is not possible to be watched live on television and meanwhile there is no accurate information on official websites, then all sections affected by the lack of the information will be calculated with coefficient 1.

CALCULATION OF WINNERS
1
Profits are calculated by multiplying the initial amount (set by the player in the forecasted sport result) by the quota of the selected match. In the case of more than one match in the same bet, the amount of profit is calculated by multiplying the output of the selected odds with the initial amount.

The Section of Games is divided into the regular and the extra time. All bets are calculated according to the section played.

Winning player means the player who finds all the forecasts set in a ticket bet.

For every winning ticket the winner should request the payment only from the shop he\she has fulfill the bet ticket, within a deadline of 10 days (the counting starts from the next day of the match) or from the seal of the company within a deadline of 30 days.

Handicap (H) means the remission of a goal for one of the teams, goal which has a core importance for the announcement of the bet winners. Usually is applied a negative rate for the team which has a number of disadvantaged goals.
Explanation:
H=1 means the start of the game in a result 0-1. If the result of the game is 2-1 then is calculated as 2-1 (the final result) + 0-1 (the initial result) = 2-2 (the final result), so the mark “X”. H=-1means the start of the game in a result 1-0. If the final result is 2-1 then is calculated 2-1 (the final result) + 1-0 (the initial result) = 3-1 (the final result), so the mark “1”. In the same way is applied for the other values of H.

Asian Handicap (AH) means the designation of the handicap value, for each team of the game. The player will bet on the team he wants based on the handicap set by the Company.
Explanation:
The Match: Home – Guests | Asian Handicap: 0:0.5 Meaning: The home team “leave” to the Guest 0.5 goal. So the Guests start the match in an advantage of 0.5 goal. If the result of the match is 0-0 then is calculated 0-0 (the final result) + 0-0.5 (the initial result) = 0-0.5 (the final result), so “wins” the mark “2”. If the match’s result is 1-0 than is calculated 1-0 (the final result) + 0-0.5 (the initial result) = 1-0.5 (the final result), so wins the mark “1”.

Goal/NotGoal (G/NG) means the forecasting of the possibility to be scored a goal, within the regular time of a match. Is considered as a “goal” when both teams score a goal and is considered as not goal when at least one of the teams does not score a goal. The result 0-0 is calculated as not goal.

Goal – Both Teams score at least one goal (the result 1-1,1-2, 2-2 etc). NotGoal – One of the teams or non of them score a goal (0-0, 0-1, 2-0, 6-0).

Even/Odd (E/O) means the forecasting about the even or odd number of goals in a match, within the regular time of it. The Result 0 – 0 is considered odd.

More Goals in the First Half of the Game (MG1H 1H/2H) means the forecasting of the part of the match may be scored more goals. If the number of goals scored in the first half is the same as the number of goals scored in the second half, will be considered as winner, the “x” bets.

The Accurate Result (AR) is the forecasting of the accurate result of a match.

Combined (Mixed) means the fulfillment of the Bet Ticked with forecasts from different game’s sections. In this case, should be applied at least one of the minimums of the Game’s Sections. The same match cannot be played on a spreadsheet for bets of different sections.

Winner of Winning (W/W) means the forecasting of the winner team. If the match ends in the draw, the Company returns the money to the player, despite of the bet set by him. If such a forecasting is selected within a multiple bet, the bet in itself remains valid and will be calculated based on the results of the other matches.

Takes the First Card (T1C) means the forecasting of the team which will take the First Red or Yellow Card. If the first card will be taken by both teams simultaneously, regardless of the team who took it first, the bets for both teams will be announced winnings with half of the profit. The Card does not affect the bench players.
